A federal judge in Texas issued a temporary restraining order barring the Trump administration from using a rarely invoked wartime statute to deport Venezuelan migrants who are being held there to El Salvador. Lawyers for the American Civil Liberties Union made the request two days after the Supreme Court said challenges to the administration’s use of the Alien Enemies Act had to be filed where the migrants were being held.
